RAPIDES PARISH SHERIFF'S  OFFICES

Tommy Carnline

In a private ceremony held in his office this morning, William Earl Hilton was sworn in as Sheriff of Rapides Parish for his sixth term.  Ninth Judicial District Judge John Davidson administered the oath of office with the Sheriff’s wife, Billie Faye, looking on.

Sheriff Hilton was elected Sheriff in 1992 and served four more terms running un-apposed until he retired in 2008.  In 2012, he was re-elected and again in 2015.

“I look forward to our new term in office and I am proud of the work we have done over the last four years“ said Sheriff Hilton.  “Some of our accomplishments were the re-opening of sub-stations, the implementation of our Cyber Crimes Unit where investigators specialize on computer crime and child pornography, and partnering with the Rapides Parish School Board in implementing the daytime ‘boot camp’ at the Rapides Alternative Positive Program for Students (RAPPS).”

“ I am very proud to lead the dedicated men and women of our department and we will continue to work every day and serve the people of Rapides Parish to the best of our ability and face new challenges over the next four years.  Some of those challenges are possible budget cuts in the amount of per diem the State of Louisiana pays for DOC (convicted) inmates, the mental health crisis in Central Louisiana since the closure of Huey P. Long and the increase use of heroin as well as the recent heroin overdoses in our parish.  These are challenges that Sheriff’s all over the state are facing, so we are not alone.”

“On a personal note, I am very proud of the work our detectives, along with the United States Marshals Service, have done in bringing Frank Selas, aka “Mr. Wonder” to justice after 37 years.  As a law enforcement officer, we never forget our victims and there are some cases that are always in the back of our minds.  The Selas case was one of those cases and now that he is in our jail, we look forward to our day in court.”

The new four year term starts July 1st, 2016.

When I was a child we had lots of men go to Dixie Baptist Church. We has lots of men in the community of Sieper and the surrounding communities , Otis, St. Clair, Gardner, Hineston, Elmer and Melder. And all five of us Welch kids called almost every one of those men Uncle. We visited each other because ....it was always cooler sitting on someone else's porch and too I think so Mom could get some Girl time, away from kids!
After church on Sunday someone would say " Wife has a big roast cooked, come over and help us eat it"! We did!
Dad was a wonderful Man! He would invite someone to Sunday dinner or Friday or Saturday night Supper and share that little jewel with Momma the day before!
Mom was always afraid the house was not as clean as she wanted it so Sister Pam and I got recruited in the house to CLEAN!! Shudder!
When the day or night came everything was wonderful and if we kids were very quiet and did not fall asleep we got to listen to the adults talk.
I remember at Uncle R. V. Rhame's house all of us sat around the table to eat,7 of us, Welch's and 6 Rhames . No one sat on the floor! How did we do that? Uncle Fred Holt, and Aunt Lil would invite a kid or two, to eat and we never had a sandwich because Uncle Fred had them for lunch every day, and Aunt Lil promised him he would never eat a sandwich at home. we felt so important.
Dalton Brown who had daughters and a Son, more cousins for us to play with.
Mr. Charles Blaisdell's family moved right by my Uncle Wayne Chandler's house ( cousins!) and Mrs. Lavinie made dill pickles. Uncle Clyde George, a love of my life. I found my first real boyfriend at his house.
Uncle Elmo Long, at Uncle Elmo's was the first time I had ever tasted bought ice cream. I had no idea you BOUGHT ice cream! Uncle Harold Ivey, no one I have ever met did not love Uncle Harold.
Uncle Millard Monk, I had a crush on Ronnie when I was about 6!
Lonnie DuBois, who explained to me the difference between an argument and a discussion .
Uncle Houston Brister, I look at my Price Brister today and I can see his Grandfather standing there. John Wallace, and his brother Leon Wallace, were on our phone party line along with Murell Price. I bet we ran them crazy answering their rings. Mr. J.D. Thompson, who I did not get to know until I was grown.
Uncle Andy Johnson, had a store and introduced me to the joys of salted peanuts and orange soda.
Mr. Herbert Johnson, always was a puzzle how he and Uncle Andy were brothers and so very different. Morgan Perry, Jesse Perry, Tommy Melder, one of Moms and Mrs Vada Rae Hagan's best friend's husband . Uncle Clint Walker, Pam was his favorite but I forgave that because he always gave us Circus tickets, so we got to go to the Shriners Circus every year. Uncle Robert Monk, Uncle Sam Monk, who loved to argue. Aunt Hilda laughed and laughed at him. Mom did not laugh if any of us argued! Tommy Webb, who could be depended on holding his watch up and pointing to it if the preacher ran on to long. I hated if he was not in church on Sunday's . Ervin Long, Mr. Teddy Holt, who worked at the T V. station. Howard Holt, Connie Marler, whose wife was Ollie and it took me a while to stop calling him Mr. Ollie and her Mrs. Connie. Shelby Johnson, Kenneth Holt who moved back here with me a friend , Kathryn Ann Holt and three older boys for me to crush on!
Uncle Jim Cutts who used to ride a big white plow horse to Papa Ivey's house and buy our warts for a quarter! A whole 25 cents! We could buy a RC cola and split it! If we could talk Willie Ray into sharing. We were all playing with toads, hoping to get a wart! No luck!
Uncle Jess Cutts, drove a road grader machine! How cool is that! Uncle Oswell Lyles, daddy of my cousins Gail and Gladys.
Uncle Crawford Martin who married PaPa Ivey's Sister, Glady Ivey and loved every Ivey kid that was ever born. Uncle Theo Miller, our bus driver who when Baby sister Roxie Welch would cry so hard she was gagging, kept her on the bus when we got school and took her to stay the day with he and Aunt Emma. He said something was wrong with the teacher for Roxie to cry that hard. Turned out he was right!
McKinley Ingles, who visited different churches on Sunday's and had twin daughters one, Rosemarie has become one of my dearest friends.
Uncle Dennis Marler,he and Uncle Clyde were my Dads best friends. Uncle Dennis hunted barefoot, even in the winter! I would watch him take his boots off to go outside!
Grand Paw Joseph Harvey Ivey who was one of the busiest Granpas but one of the best! When you have kids the same age as your Grands....you are a busy busy man. He never met a baby he didn't love though.
Grandpa Cammie Calvin Welch who laughed at a young girls unfunny jokes and always had a project outside to work on.
and finally Roy Coatlyn Welch a Dad that made me and Pam feel like we could do anything ,still to this day it hurts my heart that Marty, Roxie andScot Welch were so young when Dad died. 43 is too young to die. They missed so much.
Rita Louise you say" what brought all this on?".
Well this week Uncle Elmo Long was laid to rest, and every man mentioned above except one has left this earth. I tell you now that the stories, joy , love and plain ole country sense that these Men taught us is hugely missed by me and every kid in and around this community, I just feel sad they have no idea of the treasure they have and are missing. If you have a treasure still here. ....hug and listen to every story they tell.....even if you have heard it 1000 times.
